Charging an EV is easy when you have a driveway. In an apartment, it's the single hardest part of going electric — strata approvals, switchboard limits, big quotes. The good news: in 2026, new laws, grants and good public options have made it far more workable. Here are your three paths, what each costs, and how to pick.

Around one in four Australians live in apartments or townhouses, and for years getting a charger into a strata car park was genuinely hard — committees could stall for months, and an electrician's first look at the switchboard often ended in "maybe for one car, but not for ten." That picture is changing fast. Building codes, state grants and new strata laws have shifted the ground, and the public network has matured enough to cover you in the meantime.

There's no single right answer — it depends on your building, your car space and your budget. This guide walks through all three realistic paths so you can choose with eyes open.

The three ways to charge in an apartment

Every apartment charging story comes down to one of three approaches:

  • Install your own charger in your car space — the ideal if your space and building allow it.
  • Shared or building-wide charging — the owners corporation (or a third-party operator) puts in infrastructure that all residents can use.
  • Rely on public charging — use the public network for your top-ups, either as a bridge while you sort an install, or permanently.

Most owners end up using a mix — for example, public charging now while a building-wide project works its way through strata. Let's take them one at a time.

Option 1: Install your own charger

The dream is a 7 kW wall charger in your own space that fills the car overnight on cheap power. It's very achievable in many buildings — it just follows a process, because in most strata schemes the car park is common property and the wiring connects to shared infrastructure. You can't simply hire a sparky and bolt one on. The typical path:

  1. Get a licensed electrician to assess your space. They check the switchboard capacity, cable route and feasibility, and give you a written quote (a "scope of work"). This is also where you learn whether load management is needed.
  2. Take it to your owners corporation. Because it affects common property, the installation usually needs approval at a general meeting, plus a by-law covering the install, who pays, and maintenance responsibilities. A strata manager can help draft the motion and by-law.
  3. The owners vote. In NSW, EV charging is now classified as "sustainability infrastructure," and since 1 July 2025 these resolutions pass on a simple majority — a big change from the old special-resolution bar that failed if just 25% voted against. Committees also can't refuse on aesthetic grounds alone (heritage buildings aside).
  4. Install. Once approved, your electrician fits the charger, wired to your own meter so you pay for your own power.

A "right to charge" is on the way in NSW. A 2026 bill before NSW parliament would let an owner install a charging point (even a simple socket) after giving the committee written notice, with the committee having three months to object — and only on reasonable, written grounds. As of mid-2026 it had passed the lower house and was still progressing, so check its current status before relying on it. The direction of travel across Australia is clearly toward making approvals easier.

Two practical catches worth knowing early: older buildings may have limited spare electrical capacity (which is solvable with load management, below), and car-stacker spaces usually can't be approved for a fixed charger.

What installing your own charger costs

This is the question everyone wants answered, and the honest reply is: it depends almost entirely on your building's existing wiring. If conduit and spare switchboard capacity are already there (as required in new buildings), it's cheap. If a long cable has to be run from a distant switchboard, costs climb fast.

A real-world Sydney example came to about $4,700 all-in for an older building — roughly $780 hardware, $1,870 install (with a 45 m cable run), $1,500 by-law legal fees and ~$600 in meeting costs. As a rule of thumb: an EV-ready building can be $1,500–$2,500, while an older building needing a long cable run can run $5,000–$15,000+ per bay. Option 2: Shared & building-wide charging

If individual installs are messy in your building — old wiring, lots of interested residents, awkward car spaces — a building-wide approach is often cheaper and fairer per bay. Instead of each owner running their own cable, the building installs shared infrastructure (a dedicated EV switchboard and load management) that many bays can tap into.

The economics flip in your favour at scale: a building spending, say, $30,000 on shared infrastructure for 10 bays is paying about $3,000 per bay — often less than a single resident would pay for an individual install in a difficult building. Smart, OCPP-compliant chargers meter each session, so residents are billed per kilowatt-hour and the owners corporation never subsidises anyone's charging.

There's also a growing third-party operator model: a charging company installs and maintains chargers in the common area at little or no cost to the building, recovers its costs through usage fees, and sometimes shares revenue with the owners corporation. For owners, the appeal is real — little upfront cost, professional maintenance (so broken or ICE-d chargers get dealt with), and the operator handles the proposal to all owners, which can make approval easier.

Load management is the unlock. The fear that "the building can't handle ten cars charging at once" is real but solvable. Option 3: Rely on public charging (the practical bridge)

Plenty of apartment owners run an EV happily without ever installing a charger — especially while an install or building project is in progress. The trick is treating public charging as a routine, not an emergency, and being smart about where and when you plug in.

  • Charge off-peak where you can. Tesla Superchargers and many networks have time-of-use pricing — overnight or off-peak rates can be roughly half the daytime price at some sites.

Grants, laws & the fire-safety myth

A few things have genuinely improved the apartment-charging picture, and they're worth knowing whether you're a resident or on the strata committee:

  • New buildings are EV-ready by law. Under the National Construction Code 2022, new Class 2 (apartment) buildings must provision switchboard capacity to support a future 7 kW charger at every car space. If your building is new, "there's no capacity" isn't a valid excuse.
  • Easier strata approvals. In NSW, EV charging counts as sustainability infrastructure and (since 1 July 2025) passes on a simple majority, with refusals on aesthetic grounds alone no longer allowed (heritage excepted).
  • Grants for older buildings. The NSW EV Ready Buildings Grant co-funds the feasibility study and the building-wide electrical infrastructure that usually kills these projects, plus part of the load-management/billing software. Funding rounds open and close, so check current availability — and other states and councils run their own programs.
  • The fire-safety objection doesn't hold up. Australia's largest strata insurer, CHU, has confirmed that allowing EV charging doesn't change strata insurance rates or risk, and the building code body no longer treats car-park EV chargers as a special hazard.
